AN ORDINANCE repealing Ordinance 2628, dated January 29, 1997, authorizing the exemption of the positions of probation and parole clerk typist II, probation and parole officer I, and probation and parole assistant I, all within the Missouri Department of Probation and Parole district office, from the provisions of the Merit System, and amending Schedule V to chapter 2, Jackson County Code, 1984, relating to the salaries of non-merit employees.

Body
WHEREAS, a key feature of the County's plan to reduce crowding in the Jackson County Detention Center, approved by the United States District Court for the Western District of Missouri in Hall v. Jackson County Department of Corrections, Case No. 84-1200-CV-W-1, is an increase in staffing for the Missouri Division of Probation and Parole local district office's pretrial services section; and,
WHEREAS, this increased staffing will allow the office to more closely supervise more criminal defendants awaiting trial, defendants who otherwise might have to be confined in the detention center; and,
WHEREAS, the Division of Probation and Parole's goal is to provide pertinent information about criminally-charged individuals to the circuit court to be utilized by the trial divisions in an effort to make decisions regarding options for release from the detention center; and,
WHEREAS, the State has committed to working with the County to ensure sufficient staff are available to address and facilitate release needs of the pre-trial population, which commitment has been affirmed by all parties involved; and,
WHEREAS, in order to expedite these proceedings, to supervise electronic home detention for non-alcohol-related cases, ordered by the court to be released from custody pending disposition of charges, and to provide clerical support to expedite t...
