INTRODUCED BY Dennis Waits, County Legislator

Body
WHEREAS, by Resolution 12794, dated June 25, 1999, the Legislature did direct the Legislative Auditor to audit all financial transactions and accounts relating to the management, construction, and operation of the Jackson County Detention Center Annex Project, including the Population Control Management Program; and,

WHEREAS, by Resolution 12794, the Legislature also requested the State Auditor to render whatever assistance in this audit she deems appropriate; and,

WHEREAS, since the adoption of Resolution 12794, the County Executive has advised the Legislature that, due to her concerns about the timeliness of this audit and the State Auditor's lack of impartiality, she has engaged the County's independent auditor, KMPG Peat Marwick, to audit the same transactions and accounts; and,

WHEREAS, the Legislature now believes that all of these duplicative efforts may not be in the County's best interests; and,

WHEREAS, the Legislature still desires that an audit of the financial transactions and accounts relating to the construction of the project should be conducted by the Legislative Auditor and State Auditor, but that the audit of the operation and management of the project, including the Population Control Management Program, should be conducted by another independent "Big 5" accou...
