Body
WHEREAS, the voters of Jackson County, Missouri, renewed their sales tax for seven years to provide funding for the fight against illegal drugs in our community; and,
WHEREAS, the proceeds and interest generated from this tax are deposited in a special Jackson County Anti-Drug Sales Tax Trust Fund that is segregated and not commingled with the general fund or any other special funds of the County; and,
WHEREAS, the voters and the Legislature authorized the COMBAT Commission, subject to approval by the Legislature, to contract with any organization or entity, whether public or private, which engages in community crime prevention activities, for the purposes of preventing drug treatment and drug-related offenses; and,
WHEREAS, by Resolution 12747 dated June 7, 1999, the Jackson County Legislature authorized the County to enter into an agreement with Operation Breakthrough for the purpose of preventing illegal drug use and drug-related offenses, at a total cost to the County not to exceed $10,253.00; and,
WHEREAS, the parties desire to extend the time for performance for twelve months, on adjusted payment terms, and enter into an Addendum to Agreement, in a general form as approved by the County Counselor, at a cost to the County not to exceed $23,542.00; and,
WHEREAS, Operation Breakthrough engages in community crime prevention activities, and is otherwise qualified to contract with the County for the expenditure of anti-drug sales tax funds; and,
