Body

WHEREAS, pursuant to federal law, the chief elected official of the city or county with the largest number of reported AIDS cases that provides HIV health care services within an eligible Transitional Grant Area (TGA) is designated to receive federal funding for the purpose of delivering or enhancing HIV-related services; and,

WHEREAS, the greater Kansas City Metropolitan area has been designated an TGA by the Director of the Center for Disease Control; and,

WHEREAS, the Kansas City TGA includes Ray, Clay, Cass, Platte, Lafayette, Jackson, and Clinton Counties in Missouri and Miami, Wyandotte, Leavenworth, and Johnson Counties in Kansas; and,

WHEREAS, the Kansas City TGA has been designated to receive federal funding; and,

WHEREAS, federal law requires that intergovernmental agreements (IGA) be established between the chief elected officials of political subdivisions which have not less than ten percent (10%) of the reported AIDS cases in the TGA; and,

WHEREAS, Jackson County has over sixty-four (64%) of the reported AIDS cases in the Kansas City TGA as December 31, 2006; and,

WHEREAS, by Resolution 13676, dated April 23, 2001, the Legislature did authorize the execution of an IGA with the City of Kansas City that implemented the shared funding provisions of federal law in this regard; and,

WHEREAS, Kansas City Health Department staff now recommends the execution of a Revised IGA, which contains technical modifications to the funding mechanism required by amendments to federal law; and,
