Body
WHEREAS, the 2005 Jackson County Budget, adopted by Ordinance 3569, dated November 15, 2004, contains appropriations from the County's 2005 Health Fund for certain outside agencies to provide various public services to the County and its citizens including $65,000.00 for services by the AIDS Council of Greater Kansas City, a not-for-profit entity ("AIDS Council"); and,

WHEREAS, by Resolution 15337, dated January 3, 2005, the County Executive was authorized to execute a cooperative agreement ("January Agreement") with the AIDS Council pursuant to Chapter 70, Revised Statutes of Missouri; and,

WHEREAS, the January Agreement incorporated a proposal by the AIDS Council to serve as the administrative coordinator of the $65,000.00 for the quarterly reimbursement of eligible expenses incurred by the AIDS Council and four (4) other not-for-profit health service providers (SAVE, Inc., Heartland AIDS Resource Council, Good Samaritan Project and the Kansas City Free Health Clinic, hereinafter, the "Agencies") for the provision of food, housing, community information, emergency assistance and free medical services to persons who have tested positive for the HIV virus; and,

WHEREAS, the incorporated proposal set forth a plan whereby the $65,000.00 would be administered to ensure that the funds were shared equally by the five (5) service providers and the AIDS Council did distribute the first quarterly payment of $16,250.00 under this proposal; and,
