WHEREAS, the Public Works department is in need of professional services for use at the new Jackson County Detention Center project to oversee the performance and functionality of facility systems and the incorporation of rigorous testing to ensure the systems obtain conformance with the project design criteria; and,
WHEREAS, the Director of Finance and Purchasing has solicited proposals on Request for Proposals (RFP) No. 123-22 for a contract for professional whole building commissioning and technical services for the new Jackson County Detention Center; and,
WHEREAS, a total of five notifications were distributed, and three responses were received and evaluated from the following:

WHEREAS, pursuant to section 1054.6 of the Jackson County Code, the Directors of Finance and Purchasing and Public Works recommend the award for the furnishing of professional whole building commissioning and technical services to Burns and McDonnell of Kansas City, MO, under the terms and conditions of RFP No. 123-22, for the reason that it has submitted the lowest and best proposal; now therefore,
