Body
WHEREAS, each year, the Association of Government Accountants (AGA) presents its prestigious Einhorn-Gary Award, named for two of the AGA's charter members who also served as national presidents, to honor the contributions individuals and organizations have made to government accountability over the past fifty years since the AGA's founding; and,

WHEREAS, the AGA has recently announced that City of Kansas City City Auditor Mark Funkhouser is an Einhorn-Gary Award recipient for 2000; and,

WHEREAS, Mr. Funkhouser has been city auditor for twelve years and is regarded as an expert in performance auditing, a procedure that has strengthened city government and resulted in an increase in accountability by the city manager and program managers; and,

WHEREAS, Mr. Funkhouser's audits have had a tremendous impact on the way the city is managed and, because of his skills, his office was assigned the responsibility of reviewing the proposed annual budget after its submission to the mayor and city council; and,

WHEREAS, Mr. Funkhouser spearheaded the city's first-ever joint audit with the state auditor of Missouri and subsequently disclosed major problems in one of the state's programs; and

WHEREAS, in addition to his city duties, Mr. Funkhouser has served as editor for the National Association of Local Government Auditors newsletter, and he now writes a column for the publication which he uses as a forum to promote innovation and information sharing between state and local audit staffs; and,

WHEREAS, Mr. Funkhouser has more than twenty years of professional experience, and is regarded as in innovator in the audit profession...
