AN ORDINANCE appropriating $125,000.00 from the Unappropriated Surplus of the 2005 Recorder's Fee Fund and authorizing the County Executive to execute a contract for the furnishing of scanning services for use by the Records Department to Scanning America of Lawrence, KS under the terms and conditions of Electronic Request for Proposal No. PP20051 at a cost to the County not to exceed $113,700.00 and further authorizing the County Executive to execute change orders in an amount not to exceed $11,300.00 for a total amount not to exceed $125,000.00.

WHEREAS, the Records Department desires to provide for the digitization of existing microfilm records for use by the Department of Records in its role as the Recorder of Deeds and to facilitate improved public and government access to and utilization of said records; and,
WHEREAS, the Purchasing Director has solicited formal electronic request for proposal, and a total of 39 solicitations were distributed and 16 responses were received of which 1 was a "No Bid", and of the 15 bids received, the lowest and best three bids are as follows:
