Body
WHEREAS, in late 1995, the United States General Services Administration, State of Missouri, City of Kansas City, and Jackson County formed a "Chilled Water Committee" to investigate the feasibility of contracting with a private utility firm to establish a district chilled water system to provide cooling service to government buildings in downtown Kansas City; and,

WHEREAS, the buildings owned by Jackson County which would be served by this system are the downtown courthouse, the Community Justice Building, the Criminal Justice Center, and the Detention Center and Annex now under construction; and,

WHEREAS, the committee retained the firm of Bibb and Associates, Inc., to serve as its consultant to guide the committee through the process of soliciting qualifications and proposals from parties interested in establishing the system; and,

WHEREAS, on January 26, 1996, the committee issued its Request for Statements of Qualifications and Interest to thirteen firms which the committee had identified as likely having the interest in and ability to establish such a system; and,

WHEREAS, on February 26, 1996, five firms submitted their responses to this request; and,

WHEREAS, after preliminary evaluation of these responses and consultation with Bibb and Associates, the committee determined to interview three of these firms for the project, which interviews were conducted on April 9, 1996; and,

WHEREAS, thereafter, on August 15, 1996, the committee issued a Request for Proposals (RFP) to the two firms which the interview proces...
