Body
WHEREAS, the County Code's provisions relating to County purchasing have not undergone a comprehensive revision since they were first enacted in 1973; and,

WHEREAS, since that time, the titles and duties of many County officers have changed and technology has rendered many 1970's - era provisions inapplicable; and,

WHEREAS, an ad hoc committee appointed by the County Executive has spent the past several months reviewing the existing provisions and has recommended a comprehensive revision correcting these deficiencies as well as taking into account current trends towards environmental sustainability; and,

WHEREAS, the committee's recommended revisions are in the best interests of the health, welfare, and safety of the citizens of Jackson County; now therefore,

BE IT ORDAINED by the County Legislature of Jackson County, Missouri, as follows:

Section A. Enacting Clause. Chapter 10, Jackson County Code, 1984, relating to County purchasing, is hereby repealed, and one new chapter enacted in lieu thereof, to be known as chapter 10, consisting of twenty new sections to be known as sections 1000., 1001., 1002., 1003., 1010., 1011., 1030., 1040., 1050., 1051., 1052., 1053., 1054., 1055., 1070., 1071., 1072., 1073., 1080., and 1090., to read as follows:
