RESOLUTION # 11767, May 27, 1997

Body
WHEREAS, the Mid-America Regional Council (MARC) was formed in 1971 as an umbrella association for federal, state, and local governments, agencies, and officials in the Kansas-Missouri region; and,

WHEREAS, each year MARC, through its Awards Selection Committee, selects an outstanding area elected official who has made exceptional contributions in the region to receive its Regional Leadership Award; and,

WHEREAS, Senator Harry Wiggins, since 1974 a Democrat senator from the 10th District in south Kansas City and Jackson County, is the deserving recipient of this prestigious award for 1997; and,

WHEREAS, among Senator Wiggins, many legislative accomplishments during the last 22 years are 911 emergency calling, the Model White Cane Act, the Bill of Rights for the Blind and Handicapped, and the Early Childhood Development Act; and,

WHEREAS, Senator Wiggins served as MARC's first treasurer at a time when he was also serving as a Jackson County Court judge; and,

WHEREAS, because of his fierce belief that people deserve the best form of government possible, Senator Wiggins campaigned for enactment of the Jackson County Constitutional Home Rule Charter, which resulted in the elimination of his own office; and,

WHEREAS, Senator Wiggins is the first member of the Missouri Senate or House to receive this high award, which was presented on April 30, 1997, at a banquet attended by several hundred elected officials and civic and community officials; and,

WHEREAS, special recognition and sincere congratulations go out to Senator Wiggins for receiving this award and for faithfully serving the citizens of south Kansas City and Jackson Co...
