WHEREAS, the County's homeless assistance program, funded by a fee on recorded documents, has been in existence since 1991, and is currently administered by the Housing Resources Commission established under sections 9056. through 9058. of the county code; and,

WHEREAS, over ten years of experience has revealed a need for changes in how the program is administered; and,

WHEREAS, the Legislature believes that this program can be more efficiently administered by a smaller commission staffed by the Office of the Legislature Auditor; now therefore,

BE IT ORDAINED by the County Legislature of Jackson County, Missouri, as follows:

Section A. Enacting Clause.
Sections 9056., 9057., and 9058., Jackson County Code, 1984, are hereby repealed, and three new sections enacted in lieu thereof, to be known as sections 9056., 9057., and 9058., to read as follows:

9056. [Special] Homeless Assistance Fund Created.
The [Manager of the Division of Finance] Chief Financial Officer shall deposit all fees paid over by the Director of the Department of Records pursuant to section 9055.2 in a special Homeless Assistance Fund to be expended only to provide financial assistance to agencies which serve homeless [families] persons, under such provisions as the Legislature shall adopt. All interest accruing to this special fund shall remain with said fund and shall not revert to County general revenues.
