Body
WHEREAS, Phil Vaughn, Sr., a 34-year postal employee and 32-year member of the National Association of Letter Carriers (NALC), was recently elected president of Branch 30 of the NALC by acclamation; and,

WHEREAS, Phil began his postal career as a mailhandler at the Kansas City main post office located at 315 West Pershing Road before his promotion to the letter carriers craft in December 1969; and,

WHEREAS, throughout his postal career, Phil has fought to protect the rights of workers through grievances and for equal employment opportunities when violations occurred or employees were discriminated against; and,

WHEREAS, his accomplishments as labor leader for the NALC include: graduate of George Meany Center for Labor Studies, Ralston Virginia, Branch 30 "Heart of America Viewpoint" newsletter, editor (1998 national champion), author of two national award- winning articles on promoting unionism at the South Troost Station, awarding South Troost Station over $100,000 in security updates along with Melvin Moore and Joe Windham, and former editor for the Missouri State newsletter (1988 State Champion); and,

WHEREAS, he serves on many boards and committees including past chairman of membership and organization, chairman, Grievance Committee, chairman, Education and Training, chairman, Muscular Dystrophy drive for Branch 30, past scribe for The Postal Record national newsletter, and advisor, branch newsletter; and,

WHEREAS, he is a member of Branch 30's Executive Board and Building Committee, chairman of the Entertainment Committee, past labor leader for the Combined Federal Campaign, EEO representative for NALC, chairman, Joint...
