Body
WHEREAS, the goal of the Mid America Regional Council Solid Waste Management District's Management Plan ("the Plan") is to reduce the amount of solid waste generated in the district and disposed of in area landfills; and,

WHEREAS, the Jackson County Rotating Recycling Center Project ("the Project") supports the Plan by extending recyclable material collection services throughout the County, promoting environmental education, and enhancing community commitment to waste minimization, with the specific aim of providing recyclable material collection services to County residents for whom such services would not otherwise be provided; and,

WHEREAS, the Project is conducted in a manner similar to the highly successful Kansas City, Missouri Drop-Off Recycling Programs and the County's previous Rotating Recycling Program which Bridging The Gap, Inc., ("BTG") effectively managed through the use of a large, dedicated volunteer network and paid staff; and,

WHEREAS, under the Project, BTG provides administration, operations support, supervision, volunteer coordination, promotion, and education programs for a rotating recycling center to be located at such places within the County as the parties may agree; and,

WHEREAS, the Project is also partially funded by the City of Raytown, Missouri; and,

WHEREAS, the attached Agreement provides a suitable mechanism for the continuation of the Project; and,

WHEREAS, the Project is in the best interests of the health, welfare, and safety of the citizens of the County; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that...
