Body
WHEREAS, by Ordinance 3818, dated September 25, 2006, the Legislature did appropriate $145,605.00 from the unappropriated surplus of the 2006 Recorder's Technology Fund and $43,737.11 from the unappropriated surplus of the 2006 Recorder's Fee Funds and authorized a contract for the furnishing of automated indexing software and software upgrades for use by the Records Department to Hart Intercivic, Inc., of Austin, Texas, at a cost to the County not to exceed $189,342.11, as a sole source purchase; and,

WHEREAS, the Director of Finance and Purchasing requests that Ordinance 3818 be rescinded as it is limited to the purchase of software from one vendor, and both software and hardware, from numerous vendors, are required for the project; and,

WHEREAS, the total cost of the project remains the same as was specified in Ordinance 3310; and,

WHEREAS, Section 1040.1 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,
