AN ORDINANCE appropriating $25,000.00 from the undesignated fund balance of the 2025 Delinquent Sales Tax Fund and authorizing the Prosecuting Attorney to execute a Cooperative Agreement with Michael Mansur, of Kansas City, MO, for the Stand Against Violence KC Project at a cost to the County not to exceed $25,000.00.

Body
WHEREAS, the Stand Against Violence KC Project (SAVE KC) is a program focused on the deterrence of violent crime in the Kansas City area, through cooperation with law enforcement, community groups, and social services providers to help prolific or repeat offenders with services for rehabilitation; and,
WHEREAS, participation by offenders is vital to the success of the SAVE KC Project, and will reduce prosecution and incarceration rates; and,
WHEREAS, planning for the SAVE KC Project began in January of 2023, and the program was officially established on May 30, 2024 and is led by Michael Mansur, the former Communications Director for the Prosecuting Attorney's Office; and,
WHEREAS, the Prosecuting Attorney recommends the execution of a six-month Cooperative Agreement with Michael Mansur to provide continuity with the implementation of this program in the Prosecutor's Office; and,
WHEREAS, Michael Mansur will be tasked to strengthen SAVE KC with the following deliverables:
* Maintain and grow the efforts of SAVE KC's Messaging Committee, including the
development of new intervention strategies targeting juveniles; and,
* Support SAVE KC's engagement with local and national funders and supporters to
enhance resources and partnerships; and,
* Ensure progress with SAVE KC's new relationship with a fiscal agent while fostering
additional partnerships with other promising violence-reduction initiatives in Kansas
City; and,
