Body
WHEREAS, by Resolution 13428, dated November 13, 2000, the Legislature did award a contract to County Court Services, Inc., of Kansas City, MO, to provide drug treatment services to clients of the Prosecuting Attorney's Drug Court program, at a cost not to exceed $576,284.00, for one-year period; and,

WHEREAS, subsequent addenda authorized by the Legislature extended the contract to December 31, 2002, and increased the maximum authorized expenditure to $1,668,684.00; and,

WHEREAS, by Resolution 14348, dated October 21, 2002, as modified by Resolution 14418 dated December 17, 2002, the Legislature did award a new contract on RFP 59-02 for the provision of these same services to Addiction Recovery Services of Kansas City, MO, through September 30, 2003, at a cost not to exceed $478,000.00; and,
WHEREAS, the contract with Addiction Recovery Services authorized by Resolutions 14348 and 14418 has not yet been fully executed; and,

WHEREAS, the Legislature believes that it is in the best interests of the health, welfare, and safety of the citizens of Jackson County that the proposals received pursuant to RFP 59-02 be reevaluated, so as to avoid any appearance of impropriety, unfairness, or favoritism; and,
