IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI
Title
AN ORDINANCE appropriating $92,558.00 from the fund balance of the 2008 Grant Fund in acceptance of a grant from the U.S. Department of Justice's Paul Coverdell Forensic Science Improvement Program, and authorizing the purchase of a portable, digital x-ray machine for use by the Medical Examiner's Office from MinXray, Incorporated, of Northbrook, IL, at a cost to the County not to exceed $105,517.00, as a sole source purchase.

Body
WHEREAS, section 1030.1, Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source and requires notification of and approval by the Legislature on such sole source purchases exceeding $25,000.00; and,
WHEREAS, the Medical Examiner's Office currently uses film-based x-rays, and requests a portable, digital x-ray machine to eliminate the cumbersome process and wait times associated with the film-based x-rays; and,
WHEREAS, the Director of Finance and Purchasing has determined that MinXray, Incorporated, is the sole source for the desired x-ray machine, as the equipment can only be obtained from one source; and,
WHEREAS, the Director of Finance and Purchasing further recommends that he not take competitive bids with regard to said purchase for the reason that the x-ray machine can only be obtained from one source; and,
WHEREAS, the U.S. Department of Justice's Paul Coverdell Forensic Science Improvement Grant Program has made available funds to be used to improve the quality and timeliness of forensic science and medical examiner services; and,
WHEREAS, an appropriation is necessary in order to place the grant funds in the proper spending account; now therefore,
