Body
WHEREAS, by Resolution 15797, dated February 21, 2006, the Legislature did authorize the approval of new 25-year subleases at the County's Harry S Truman Sports Complex, between the Jackson County Sports Complex Authority and the Kansas City Chiefs Football Club, Inc., and Kansas City Royals Baseball Corporation; and,

WHEREAS, these subleases anticipated the execution of development agreements between the authority and the teams, which took place on March 23, 2006; and,

WHEREAS, these development agreements call for extensive renovations and improvements at the sports complex, which will be funded by the proceeds of a 3/8ยข sales tax approved by the County's voters at a special election on April 4, 2006; and,

WHEREAS, Ordinance 3789, dated July 10, 2006, now pending before the Legislature, will, if adopted, authorize the issuance of not to exceed $450,000,000 principal amount of special revenue bonds, the debt from which will be serviced by the proceeds of the sales tax; and,
WHEREAS, the authority and teams will use the proceeds of the sale of these revenue bonds to fund the sports complex renovations and improvements; and,

WHEREAS, the Legislature intends that, in awarding contracts which would spend these bond proceeds, the authority and teams should, to the maximum extent possible within legal constraints, contract with local firms using local labor, so as to keep County taxpayers' tax dollars close to home; and,
