Body
WHEREAS, on February 22, 2000, Jake Robel died as a result of a carjacking; and,
WHEREAS, leading up to this tragedy, Fred Byam and his brother Brad, Oak Grove residents, were going west on I-70 when they saw a child trapped in a seat belt being dragged by a Blazer; and,
WHEREAS, they followed the vehicle to the Noland Road exit where they were able to pull ahead of the Blazer at a nearby intersection and block the carjacker from going anywhere; and,
WHEREAS, Fred and Brad were able to get the keys out of the Blazer, preventing the carjacker from escaping and assisted in wrestling the driver to the ground until the police arrived; therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature commends Fred Byam for his quick action and bravery in helping to apprehend the carjacker in connection with the death of Jake Robel.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
