Body
WHEREAS, Legislator Manuel Abarca IV has been leading efforts to strengthen Jackson County's response to unregulated gambling machines in order to support public safety, protect consumers, and provide clear enforcement tools for local law enforcement agencies; and,

WHEREAS, the drafting and refinement of such an ordinance requires not only legislative review but also practical insight from individuals who have extensive, firsthand experience investigating and enforcing gambling machine violations; and,

WHEREAS, officers from the Springfield Police Department have worked extensively on these issues within their own jurisdiction, developing investigative methods, enforcement strategies, and operational approaches that have proven effective; and,

WHEREAS, these officers generously provided Legislator Abarca and Jackson County officials with their time, expertise, case examples, and detailed guidance regarding the real-world challenges associated with identifying, documenting, and prosecuting illegal gambling machine operations; and,


WHEREAS, their cross-jurisdictional partnership significantly contributed to the development of a more informed, functional, and implementable draft ordinance; and,

WHEREAS, their collaboration reflects a shared commitment to strengthening public safety and supporting local governments across the state as they work to address emerging criminal and regulatory concerns; and,

WHEREAS, Legislator Abarca wishes to formally recognize these officers for their professionalism, willingness to assist, and dedication to statewide public safety efforts; now therefore,
