Intro

RESOLUTION # 15736,  December 12, 2005

INTRODUCED BY Rhonda L. Shoemaker, County Legislator

Body

WHEREAS, Section 1040.8 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items or services required can be obtained from a tax-exempt organization; and,

WHEREAS, Section 1063.00 of the Code requires notification of and approval by the Legislature on such purchases potentially exceeding $25,000.00; and,

WHEREAS, the Director of Finance and Purchasing recommends the award of a twenty-four (24) month term and supply contract for the furnishing of toxicology screening services for use by the Medical Examiner's Office to Children's Mercy Hospital of Kansas City, MO; and,

WHEREAS, the Director of Finance and Purchasing recommends that she not take competitive bids with regard to said contract for the reason that Children's Mercy Hospital is a tax-exempt organization providing services for Jackson County residents and has the capacity to continue to provide toxicology screening services required for use by the Medical Examiner's Office; and,

WHEREAS, this award is made on an as needed basis and does not obligate the County to pay any specific amount; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Finance and Purchasing, and that the Director be and hereby is authorized to execute for the County an agreement with Children's Mercy Hospital for these services; and,

BE IT FURTHER RESOLVED that the Director of the Department of Finance and Purchasing is authorized to make all payments, including final payment on the agreement, to the extent that sufficient appropriations to the using spending agency are contained in the then current Jackson County budget.
