AN ORDINANCE appropriating $22,124.00 from the undesignated fund balance of the 2017 Sheriff’s Revolving Fund and awarding a contract for the furnishing of ballistic protective helmets with communications headsets and safety strobe lights for use by the Sheriff’s Office to Ed Roehr Safety Products of St. Louis, MO, under the terms and conditions of Invitation to Bid No. 59-17, at an actual cost to the County not to exceed $22,123.20.

Body
WHEREAS, the Sheriff’s Office desires to purchase ballistic protective helmets with communications headsets and safety strobe lights; and,
WHEREAS, the Director of Finance and Purchasing has solicited bids on Invitation to Bid No. 59-17 for the furnishing of this equipment; and,
WHEREAS, a total of seventy-two notifications were distributed and three responses were received from the following:

Kiesler Police Supply
Jeffersonville, IN
ABM Supply
Lenexa, KS
and,
WHEREAS, the Director of Finance and Purchasing recommends award of a contract for the furnishing of this equipment to Ed Roehr of St. Louis, MO, at a cost to the County not to exceed $22,123.20 for the reason that it has submitted the lowest and best bid; and,
WHEREAS, an appropriation is necessary to place the funds needed for this purchase in the appropriate spending account; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the undesignated fund balance of 2017 Sheriff’s Revolving Fund be and hereby is made:

BE IT FURTHER RESOLVED that the Director of Finance and Purchasing is authorized to make all payments, including final payment on the contract.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
