AN ORDINANCE appropriating $1,000,000.00 from the undesignated fund balance of the 2026 Anti-Crime Sales Tax Fund to create the Public Safety Education Cost Center Fund and authorizing the County Executive to execute a consulting agreement with TJP Strategies, LLC, of Kansas City, MO, at a cost to the County not to exceed $1,000,000.00.

Body

 WHEREAS, in February 2026, the Jackson County Prosecutor’s Office began evaluating qualified providers to support constituent education and outreach efforts related to the upcoming Anti-Crime Sales Tax renewal initiative; and,

 

WHEREAS, several organizations with demonstrated experience in campaign-related constituent education were contacted, and three (3) proposals were received outlining potential services and strategic approach from the following:

 

Proposals

Wickham James

Kansas City, MO

 

Public Progress

Kansas City, MO

 

TJP Strategies, LLC

Kansas City, MO

 

 and,

 

 

 

WHEREAS, each proposal was reviewed for experience, capacity, and alignment with the objectives of the Jackson County Prosecutor’s Office and Jackson County, Missouri; and,

 

WHEREAS, following such evaluation, TJP Strategies, LLC, of Kansas City (Jackson County), MO emerged as the provider whose proposal best met the needs of the Prosecutor’s Office, offering the strongest combination of expertise and support for the initiative; and,

 

WHEREAS, based on this assessment, the Prosecutor’s Office recommends approval of a contract for consulting services with TJP Strategies, LLC,; and,

WHEREAS, an appropriation is necessary to place the funds in the appropriate spending account; now therefore,

 

BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation be and hereby is made:

BE IT FURTHER ORDAINED by the County Legislature of Jackson County, Missouri that the Prosecuting Attorney is authorized to execute the consulting agreement with TJP Strategies, LLC, of Kansas City, MO; and,

 

BE IT FURTHER ORDAINED that all County officials be and hereby are authorized to execute all documents to give effect to this ordinance.

 

 

 

 

 

 

 

 

Enacted and Approved

Effective Date: This Ordinance shall be effective immediately upon its signature by the County Executive.
