Body
WHEREAS, the Corrections Department has a need for providing an inmate pay telephone system and services; and,
 
WHEREAS, pursuant to Section 1030., Jackson County Code, 1984, the Director of Finance and Purchasing issued Request for Proposal No. 10-06 and solicited bids thereon; and,  
 
WHEREAS, a total of thirty-four solicitations were distributed and three responses were received of which one was rejected as non-compliant with the terms and conditions of the Request for Proposal; and,
 
WHEREAS, the following two proposals were evaluated:

Local Inmate Call                        $1.95                        $3.00
Commission Percent                     39%                     52%
Guaranteed Annual Commission            $200,000.00                  $250,000.00
      
 
and,
 
WHEREAS, Evercom Systems will provide these services at no cost to the County and will pay a commission to the County; and,
 
WHEREAS, pursuant to Section 1054.6, Jackson County Code, 1984, the Director of Finance and Purchasing recommends the award of a thirty-six (36) month term and supply contract with two (2) options to extend for twelve (12) months for the furnishing of Inmate Pay Telephone Systems for use by the Department of Corrections to Evercom Systems, Inc., a subsidiary of Securus Technologies of Dallas, TX, under the terms and conditions of Request for Proposal No. 10-06 as the best responding bidder; and,
 
WHEREAS, Evercom Systems, Inc. has submitted a draft contract for the approval of the County Counselor; now therefore,
 
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Director of Finance and Purchasing be and hereby is authorized to execute for the County any documents necessary for the award of the term and supply contract with Evercom Systems, Inc., a subsidiary of Securus Technologies of Dallas, TX for the furnishing of Pay Telephone Systems for use by the Corrections Department, in a form to be approved by the County Counselor.
 
 
Enacted and Approved
Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
