A RESOLUTION commending Elmer R. Gillette for 28 years of dedicated service to the citizens of Jackson County and wishing him well upon his retirement.

RESOLUTION # 14009, February 11, 2002

Body

WHEREAS, Elmer R. Gillette will retire from the Jackson County Public Works Department

after 28 years of dedicated service to the citizens of Jackson County; and,

 

WHEREAS, on October 29, 1973, Elmer was hired by the Public Works Department in the Engineering Division as an Engineering Technician and Traffic Engineer; and,

 

WHEREAS, over ten years obtained more than $750,000 in traffic safety grants; and, 

 

WHEREAS, in November 1977, he was transferred to the Office of the Director of Public Works as Assistant to the Director, and the department's Safety Officer; and,

 

WHEREAS, in May 1986, he was sent to the Vehicle Service Center to use his knowledge and skills on improvement to that facility along with traffic engineering and safety duties; and,

 

WHEREAS, in April 1993, Elmer was appointed to be the full-time Safety and Health Officer/Emergency Preparedness Officer for the Public Works Department as well as for the Parks and Recreation Department; and, 

 

WHEREAS, Elmer does new employee safety orientations for the Public Works and Parks and Recreation Departments, giving them the departments' Safety and Health Manual, which he created, as well as reviewing the safety practices of both departments; and,

 

WHEREAS, Elmer is responsible for teaching the Defensive Driving Course, Flagger Training, and all other safety courses and is key to the leadership in the safety aspects of road and bridge maintenance through the APWA Snow Plow Rodeo; and,

 

WHEREAS, when special inspections need to be made to playground equipment for the Parks and Recreation Department or traffic signing inspections for safe driving through construction zones for Public Works, Elmer is called upon to do them, even driving through construction at night to see if the site is safe for the traveling public; and,

 

WHEREAS, other departments of the county call upon Elmer if they have a problem with ergonomics in the office or to test the air quality at the underground Records Center and  Elmer responds to their needs without hesitation; and,

 

WHEREAS, he is called upon to do accident investigations when an employee has a vehicular or personal injury accident, either for Parks or Public Works, to assess the factors involved and provide direction for minimizing future accidents; and,

 

WHEREAS, Elmer coordinated the needs of the county with the state through participation with the State Emergency Management Agency, the Missouri Division of Highway Safety, the Annual Traffic Conference and other agencies, and assisted in obtaining grants for local fire protection districts to upgrade emergency response equipment and training; and,

 

WHEREAS, he emphasized the safety of county personnel through facilities inspections related to safe access, tripping hazards, ADA, and similar needs; and,

 

WHEREAS, he is an active volunteer in the National Safety Council and the Safety Council of Western Missouri and Kansas, providing leadership and instruction to others in the field; and,

 

WHEREAS, Elmer is past president of the American Society of Safety Engineers and past General Chair of the Public Employees Section of the National Safety Council; and,

 

WHEREAS, he maintained his skills and current knowledge through attendance at seminars, conferences, and college credit courses; and,

 

WHEREAS, he does not hesitate to share his knowledge and experience through operation of the Public Works Safety Committee, and the distribution of thought-provoking "Elmer-grams;" and,

 

WHEREAS, Elmer and his wife Shirley have four adult children and five grandchildren and a "grand dog" that he is very partial to; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature commends Elmer R. Gillette for 28 years of dedicated service to the citizens of Jackson County and wishes him well upon his retirement.

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
