Body
WHEREAS, the County has recognized a need to address the teen pregnancy problem in Kansas City; and,
WHEREAS, there is an established nexus between teen pregnancy and drug abuse; and,
WHEREAS, the Office of the Prosecuting Attorney has recommended the execution of a Cooperative Agreement ("Agreement") with Truman Medical Center ("TMC") to provide $18,054.00 for its StartRight Teen MOMs Program ("Program"); and,
WHEREAS, the Program is a mentoring program for pregnant and parenting teenage girls and their families that helps mothers complete their education, prepare for jobs, nurture their babies, delay additional childbearing, and have positive relationships so they do not escape into drugs; and,
WHEREAS, the Program is supported by a grant from the United States Department of Health and Human Services, in the amount of $350,000.00; and,
WHEREAS, TMC has requested Anti-Drug Sales Tax Funds in the amount of $18,054.00 to provide a portion of a required local match, with the remainder to be provided by other agencies; and,
WHEREAS, the term for this Agreement is October 1, 2005 through December 31, 2005; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute a Cooperative Agreement, in a form to be approved by the County Counselor, for services to be provided by TMC for the Program at a cost to the County not to exceed $18,054.00; and,
BE IT FURTHER RESOLVED, that the Director of the Department of Finance be and hereby is authorized to make all payments including final payment on the Agreement.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
