Body
WHEREAS, the U. S. Department of Justice has awarded the County and the Cities of Blue Springs, Grandview, Independence, Kansas City and Raytown a grant in the total amount of $1,032,422.00 to provide for anti-drug and other crime control measures for the period of October 1, 2005 to September 30, 2006; and,
 
WHEREAS, the County Legislature did by Resolution 15466, dated April 18, 2005, authorize the County Executive to execute an Intergovernmental Cooperative Agreement with the cities of Blue Springs, Grandview, Independence, Kansas City and Raytown as part of the grant application requirements wherein the County was designated as the fiscal agent for distribution of the grant award proceeds ("Grant Application Agreement"); and,
 
WHEREAS, the Grant Application Agreement sets forth the authorized use of the grant award proceeds as follows:

WHEREAS, this grant requires no local matching funds but Cooperative Agreements ("Agreements") with each of the aforementioned cities, a sample copy of which is attached hereto, must be executed to provide for the distribution of the grant award proceeds; and,
 
WHEREAS, the Administration recommends acceptance of the grant; and,
 
WHEREAS, an appropriation is necessary in order to place the grant funds in the appropriate spending accounts for one-time lump sum payments to the cities and for use by the County's Drug Court as set forth in the Grant Application Agreement; and,
 
WHEREAS, the County Executive recommends said appropriation as an amendment to her 2005 proposed County budget; now therefore,
 
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the unappropriated surplus of the 2005 Grant Fund be and hereby is made:

BE IT FURTHER ORDAINED that the County Executive be and hereby is authorized to execute the Agreements with the Cities of Blue Springs, Grandview, Independence, Kansas City and Raytown in a form to be approved by the County Counselor; and,
 
BE IT FURTHER ORDAINED that the Director of Finance be and hereby is authorized to make all payments as one-time lump sum payments to the aforesaid cities under the terms of the Agreements.
 
 
Enacted and Approved
Effective Date:  This ordinance shall be effective immediately upon its signature by the County Executive.
