Body

WHEREAS, the Prosecuting Attorney's office has been awarded a grant in the amount of $40,000.00 by the U. S. Department of Justice, Office of Justice Programs, National Institute of Justice, to implement the Arrestee Drug Abuse Monitoring (ADAM) program in Jackson County; and,

 

WHEREAS, ADAM is a nationwide initiative whereunder arrestees are interviewed, tested and monitored, using standard protocols, to develop data which will yield important information about the current structure of the drug problem; and,

 

WHEREAS, the grant is subject to a $60,000.00 local match; and,

 

WHEREAS, the Prosecuting attorney proposes to utilize the grant and matching funds to retain Abt Associates, Inc., of Cambridge, Massachusetts, the contractor selected by the Institute for the ADAM program nationwide, to perform the required interviews, tests, and  monitoring, at a cost to the County not to exceed $100,000.00; and,

 

WHEREAS, the attached Memorandum of Understanding with the National Institute of Justice and Agreement with Abt Associates, Inc., provide suitable mechanisms by which to implement the agreement and understanding of the parties to these arrangements; and,

 

WHEREAS, in order to fund this initiative, an appropriation and transfer are necessary; and,

 

WHEREAS, the County Executive recommends this appropriation and transfer; now therefore.

 

BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following transfer within and appropriation from the unappropriated surplus of the 2000 Anti-Drug Sales Tax Fund be and hereby are made:

BE IT FURTHER ORDAINED that the Prosecuting Attorney and County Executive be and  hereby are authorized to execute the attached Memorandum of Understanding with the  U. S. Department of Justice, Office of Justice Programs, National Institute of Justice; and,

 

BE IT FURTHER ORDAINED that the County Executive be and hereby is authorized to execute the attached Agreement with Abt Associates, Inc; and,

 

BE IT FURTHER ORDAINED that the Manager of the Division of Finance be and hereby is authorized to make all payments, including final payment on the Agreement.

 

Enacted and Approved

Effective Date:  This ordinance shall be effective immediately upon its signature by the County Executive.
