Title

A RESOLUTION authorizing the Regional Multi-Jurisdictional Natural Hazard Mitigation Plan as presented by the Mid-America Regional Council (MARC) in concert with the local governments of Cass, Clay, Jackson, Platte and Ray Counties, to fulfill eligibility requirements for the federal hazard mitigation grant program.

Body

WHEREAS, the County recognizes that no community is immune from natural hazards such as tornado, severe thunderstorm, flood, severe winter weather, drought, heat wave, earthquake, dam failure or wildfire; and,

 

WHEREAS, the County recognizes the importance of reducing the human suffering, property damage, interruption of public services and economic losses caused by those hazards; and,

 

WHEREAS, pursuant to the Federal Hazard Mitigation Grant program, as of November 1, 2004, all communities must adopt a natural mitigation plan to be eligible for federal hazard mitigation funding following a Presidential Declaration of Emergency; and,

 

WHEREAS, the Missouri State Emergency Management Agency requested that regional planning commissions work with local government to develop a Regional Multi-Jurisdictional Natural Hazard Mitigation Plan; and,

WHEREAS, in the Kansas City metropolitan area, Mid-American Regional Council (MARC)  developed the Regional Multi-Jurisdictional Natural Hazard Mitigation Plan; and,

 

WHEREAS, by participating in the Regional Multi-Jurisdictional Natural Hazard Mitigation Plan, the County will be eligible to apply for federal post-disaster mitigation funds; and,

 

WHEREAS, the County will participate in the evaluation and review of the Regional Multi-Jurisdictional Natural Hazard Mitigation Plan following a disaster as well as complete a mandated five-year update submitted to the State Emergency Management Agency and the Federal Emergency Management Agency for review and approval; now therefore,

 

BE IT RESOLVED, by the County Legislature of Jackson County, Missouri, that the County authorizes the Regional Multi-Jurisdictional Natural Hazard Mitigation Plan thus enabling the County to apply for federal post-disaster mitigation funds.

 

 

 

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
