AN ORDINANCE repealing section 551 of the Jackson County Code, 1984, relating to the disbursements of County funds, and enacting, in lieu thereof, one new section relating to the same subject.

Body

 BE IT ORDAINED by the County Legislature of Jackson County, Missouri as follows:

Section A. Enacting Clause. Section 551., Jackson County Code, 1984, is hereby repealed and one new section enacted in lieu thereof, to be known as section 551., to read as follows:

551.                     Disbursements of County Funds.

All disbursements of county funds shall be made by checks, [or by] wire transfer, virtual credit card, Automated Clearing House (ACH), physical credit cards, or fleet fuel cards.

 

551.1                     Who May Sign Checks.

Checks shall be signed by no less than two (2) of the following county officials: the [Manager of the Division of Finance] Director of Finance and Purchasing, [T]the County Executive or the Clerk of the County Legislature.

 

551.2                     How Sign.

The signatures may be affixed by signature plate, or other mechanical means or may be affixed by hand.

 

551.3                     Who May Wire Transfer.

Funds may only be wire transferred to bank accounts authorized in writing by no less than two (2) of the following officials: the [Manager of the Division of Finance] Director of Finance and Purchasing, the County Executive or the Clerk of the County Legislature.

 

551.4                     Who May Initiate Virtual Credit Card Payments.

The Finance and Purchasing Department may make payments via virtual credit cards to recurring suppliers that register for this service.

 

551.5                     Who May Initiate an ACH Payment.

The Finance and Purchasing Department may make payments via ACH to recurring suppliers that register for this service.

 

551.6                     Who May Be Issued a Physical County Credit Card.

Any department or County associate may be issued a physical County credit card upon the written approval of the applicable Appointing Authority and the Director of Finance and Purchasing.  Physical credit cards may only be used for travel, training, emergency purchases, and general purchases where a credit card is the only available method of payment. There shall be no attempt to circumvent County purchasing policies or procedures, or Chapter 10 of the County Code.  Pre-approval from the County Executive’s Office, the Director of Finance and Purchasing, or the County Treasurer shall be required for purchases exceeding the limit set forth in Chapter 10, Section 1030.5.

 

551.7  Who May Be Issued a Fleet Fuel Card.

A fleet fuel card may be issued for each vehicle owned or leased by the County upon the written approval of the applicable Appointing Authority.  The fleet fuel cards may only be used for fuel purchases.  County bulk fueling stations should continue to be used as much as possible.

Effective Date: This Ordinance shall be effective immediately upon signature by the County Executive.
