Body

WHEREAS, by Resolution 8137, dated January 19, 1990, the Legislature did approve the current leases between the Jackson County Sports Complex Authority and the Kansas City Chiefs Football Club, Inc., and Kansas City Royals Baseball Corporation for the operation of Arrowhead and Kauffman Stadiums at the County's Harry S Truman Sports Complex; and,

WHEREAS, these leases now expire in the year 2015; and,

WHEREAS, Arrowhead Stadium and Kauffman Stadiums are now in their 31st seasons as the home playing sites of the Chiefs and Royals; and,

WHEREAS, it is recognized that significant renovations are needed in order to extend the useful lives of these facilities and keep them competitive with other NFL and Major League Baseball stadiums; and,

WHEREAS, in this context, the Chiefs and Royals have proposed major renovations of the existing stadiums for which public assistance will be essential; and,

WHEREAS, the proposed renovations will significantly benefit the public by: (i) increasing state and local tax revenues through the creation of new jobs; (ii) increasing state and local tax revenues through increased sales; (iii) increasing state tax revenues through taxes withheld by employers; (iv) enhancing regional tourism; (v) creating an environment to stimulate additional private investment in the area of the sport complex, and (vi) assuring NFL Chiefs' and MLB Royals' home games will be played for the next 25 years at the sports complex; and,

WHEREAS, the proposed renovations anticipate the availability of new Bi-State sales tax funds; and,

WHEREAS, the attached Memorandum of Understanding set out the framework by which the proposed renovations can be planned, financed, and constructed; and,
