A RESOLUTION authorizing the County Auditor to execute a Financial Advisory Services Agreement with an entity of their choice for independent financial advisory and consulting services at a cost to the County not to exceed $40,000.00.

Body

 WHEREAS, the County Auditor is an independent officer charged by the Charter and Code of Jackson County conducting audits, reviewing County expenditures, evaluating financial practices, monitoring fiscal controls, and providing independent oversight of County government; and,

 

WHEREAS, the independence of the County Auditor is essential to ensuring transparency, accountability, and public confidence in the management of County finances; and,

 

WHEREAS, the County Auditor must periodically review complex financial matters, including but not limited to County budgets, debt obligations, pension liabilities, capital improvement financing, investment practices, procurement procedures, internal controls, and long-range fiscal planning; and,

 

WHEREAS, the County Auditor has determined that independent financial advisory services are necessary to assist the Auditor in carrying out the duties and responsibilities of that office and to provide objective professional advice regarding matters affecting the fiscal condition of Jackson County; and,

 

WHEREAS, the County Legislature recognizes that independent officers must have access to professional expertise necessary to perform the responsibilities assigned to them by law; and,

 

WHEREAS, the County Legislature previously authorized the retention of independent professional services for the conduct of legislative business and finds that similar authority is appropriate when necessary to enable the County Auditor to fulfill the oversight and accountability functions of that office; and,

 

WHEREAS, the retention of an independent financial advisor will promote sound fiscal management and assist the Auditor in providing informed recommendations to the County Legislature, County Executive, and the residents of Jackson County; and,

 

WHEREAS, the Director of Finance and Purchasing recommends the execution of a Financial Advisory Services Agreement with an entity of the Auditor’s choice for these services at a cost not to exceed $40,000.00; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Auditor be and hereby is authorized to negotiate and execute a Financial Advisory Services Agreement with an entity of the Auditor’s choice for the purpose of obtaining independent financial analysis, consultation, and advisory services related to the duties of the Auditor's Office; and,

 

BE IT FURTHER RESOLVED that such financial advisor shall serve at the direction of the County Auditor and shall provide advice and consultation regarding financial operations, budgeting, debt management, pension obligations, financial reporting, auditing standards, fiscal controls, capital financing, and other matters affecting the financial interests of Jackson County; and,

 

BE IT FURTHER RESOLVED that the County Auditor is authorized to request and receive from County departments, offices, boards, and commissions such financial information as may be reasonably necessary for the financial advisor to perform the services authorized herein, subject to applicable law; and,

 

BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to issue payment for services rendered pursuant to the agreement in an amount not to exceed $40,000.00; and,

 

BE FURTHER RESOLVED that the County Legislature finds that access to independent financial expertise is reasonably necessary for the County Auditor to perform the oversight, auditing, and accountability functions entrusted to that office by the citizens of Jackson County.

 

Enacted and Approved

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
