IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI Title A RESOLUTION expressing the opposition of the Legislature to closed meetings conducted by the Union Station Project Coordinating Committee. Intro RESOLUTION #11677, March 31, 1997 INTRODUCED BY John Patrick Burnett and Victor E. Callahan, County Legislators Body WHEREAS, the Legislature did on July 22, 1996, by Ordinance 2566 submit to the voters of Jackson County the Bi-State Sales Tax proposition for the purpose of restoring Union Station; and, WHEREAS, a public hearing was held in Jackson County regarding the proposed Bi-State Sales Tax and, at that hearing, testimony was heard from the proponents of the Bi-State effort and the Legislature was assured that all tax revenue would be handled by a not-for-profit corporation and overseen by the Bi-State Commission in full public view; and, WHEREAS, the Legislature wishes to support the efforts of the Bi- State Commission in its mission to oversee the expenditure of $118,000,000 in tax revenue; and, WHEREAS, the Legislature desires that all committees and corporations which are involved in the Union Station effort conduct their meetings in public and comply with both the letter and spirit of the open meetings laws of Missouri and Kansas; and, WHEREAS, the Legislature believes that the business of the public should be done in public view; and, WHEREAS, the Legislature has learned that the "Project Coordinating Committee," a component of the Bi-State organization consisting of two members from Union Station Assistance Corporation, two members from the Kansas City Museum, and a chairperson, have now filed with Missouri the Secretary of State documents which would convert the committee to a for-profit corporation, in an effort to avoid the open meetings laws of Missouri and Kansas; therefore, BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature calls upon the Jackson County Prosecuting Attorney to use all efforts to enforce the open meetings laws; and, BE IT FURTHER RESOLVED that the Legislature calls upon the Union Station Assistance Corporation Board and the Kansas City Museum Board to conduct their meetings and all meeting in which any of its members participate in public and in compliance with the open meetings laws. Attorney Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
