AN ORDINANCE appropriating $5,000.00 from the unappropriated surplus of the 2007 Grant Fund in acceptance of the Sheriff's Office's "Youth Alcohol" grant, awarded by the Missouri Department of Transportation, Highway Safety Division and authorizing the County Executive to execute a contract with the Missouri Highway Safety Division for the expenditure of the grant funds.

Body
WHEREAS, the Missouri Department of Transportation, Highway Safety Division, has awarded the Sheriff's Office a "Youth Alcohol" grant in the amount of $5,000.00 for the period October 1, 2007, through September 30, 2008; and,
WHEREAS, in 2006, a driver exceeding the speed limit or driving too fast for conditions contributed to the cause of the crash in 45.6% of youth driver fatal vehicle crashes in Missouri; and,
WHEREAS, in 15.3% of those youth driver fatal vehicle crashes, the driver's drinking condition contributed to the cause of the crash; and,
WHEREAS, Jackson County accounted for 97 of those crashes, ranking second in the State of Missouri in youth driver alcohol-related fatal vehicle crashes; and,
WHEREAS, the Sheriff recommends the use of the grant funds for reimbursement of overtime used for the "Youth Alcohol" program; and,
WHEREAS, an appropriation is necessary to place the grant funds in the appropriate spending account; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation be made from the unappropriated surplus of the 2007 Grant Fund:
