Body
WHEREAS, the County has a need for a highly-qualified consultant for the furnishing of advice, research, and monitoring of legislative trends related to the Affordable Care Act and Medicaid expansion and reform; and,
WHEREAS, the Director of Finance and Purchasing solicited bids on Request for Proposals No. 69-14 for the furnishing of these services; and,
WHEREAS, the Director distributed six notifications and received two responses thereon, as follows:

Brittany Burke Strategies d/b/a/ Tactas $75,000.00
St. Louis, MO
Pilot Healthcare Strategies $85,000.00
Camino, CA
and,
WHEREAS, the proposals submitted were evaluated on the basis of responsiveness to the scope of services, qualifications, experience, and pricing; and,
WHEREAS, following evaluation of the proposal, representatives of the County Executive's Office have recommended the award of a contract for these services to Brittany Burke d/b/a Tactas of St. Louis, MO, for the reason that it has submitted the lowest and best proposal; and,
WHEREAS, pursuant to section 1054.6 of the Jackson County Code, the Director of Finance and Purchasing recommends the award of a twelve-month contract with three twelve-month options to extend to Brittany Burke Strategies d/b/a Tactas, at an annual cost to the County not to exceed $75,000.00 and at an actual cost for 2014 in the amount of $6,250.00; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute a Consulting Agreement with Brittany Burke Strategies d/b/a Tactas, in a form to be approved by the County Counselor; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the contract and any extensions, to the extent that sufficient funds have been appropriated in the then current Jackson County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
