Title

 

WHEREAS, the position of Director of Finance is essential to the fiscal operations of Jackson County, including the timely payment of County associates, the management of County accounts, and the execution of other statutory and Charter-mandated duties; and

WHEREAS, Ms. Cheryl Colter, a long-serving and highly qualified public servant, currently serves as Deputy Director of Finance, with substantial experience and demonstrated competence in all areas of County financial administration; and

WHEREAS, on October 6, 2025, the Jackson County Legislature voted to disapprove Ms. Colter’s prior appointment as Director of Finance; and

WHEREAS, it was subsequently and incorrectly stated that Ms. Colter would continue to serve as “interim” Director of Finance, but there exists no such classification or authority for an interim director under the Constitutional Home Rule Charter of Jackson County, Missouri; and

WHEREAS, to ensure the uninterrupted administration of payroll, accounting, and fiscal responsibilities, and to prevent any disruption in the payment of County associates or the County’s financial obligations, it is necessary and proper to formally reappoint Ms. Colter to the position of Director of Finance; and

WHEREAS, Article III, Section 6 of the Constitutional Home Rule Charter of Jackson County, Missouri, empowers the County Executive to appoint and remove department directors as necessary for the efficient and orderly operation of County government.

NOW, THEREFORE, by the authority vested in me as County Executive of Jackson County, Missouri, I, Frank White, Jr., do hereby order as follows:

1.                     Appointment. I hereby appoint Ms. Cheryl Colter, currently serving as Deputy Director of Finance, to the position of Director of Finance of Jackson County, Missouri, effective immediately.

2.                     Purpose and Necessity. This appointment is made to ensure the continuous and lawful operation of the Department of Finance and to avoid any interruption in payroll, fiscal administration, or other critical County financial functions.

3.                     Status of Prior Actions. Any prior references to Ms. Colter serving in an “interim” capacity are hereby corrected and declared without effect. Ms. Colter’s service as Director of Finance is authorized under this Executive Order and shall continue until such time as otherwise provided by law or Charter.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of Jackson County to be affixed this 7th day of October, 2025.
