Body
WHEREAS, by Resolution 14866, dated January 12, 2004, the Legislature did authorize the County Executive to execute agreements with certain agencies which provide assistance to homeless persons, at an aggregate cost to the county not to exceed $718,555.00 in calendar year 2004 which included $23,895.00 for Comprehensive Mental Health Services; and,
WHEREAS, due to staff turnover of key personnel within Comprehensive Mental Health Services which resulted in the organization's inability to become compliant with the Executive Order governing outside agency funding, funding for Comprehensive Mental Health under Resolution 14866 lapsed and the agreement was never executed; and,
WHEREAS, as Comprehensive Mental Health is now fully compliant, it is recommended that the previously authorized funding for Comprehensive Mental Health under Resolution 14866, dated January 12, 2004 should be reappropriated; and,
WHEREAS, the attached Agreement provides a suitable mechanism by which to fulfill the intent and understanding of the parties; and,
WHEREAS, in order to fund this agreement a reappropriation of the lapsed funding is necessary; and,
WHEREAS, the County Executive recommends this reappropriation as an amendment to her proposed 2005 annual County budget; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following reappropriation be made from the unappropriated surplus of the 2005 Homeless Assistance Fund:

BE IT FURTHER ORDAINED that the County Executive be and hereby is authorized to execute the proposed agreement; and,

are available.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
