Body
WHEREAS, the County owns a "vest pocket" park located at 30th & Holly in Kansas City, legally described as follows:
Lot 47, Block 3, Continuation of Conover & Foster's addition, a subdivision in Kansas City, Jackson County, Missouri
and,
Lots 1 and 2, Block 13, Winter Park, a subdivision in Kansas City, Jackson County, Missouri
and,
WHEREAS, the area around this park is now without houses, such that the park is no longer suitable for use as such, and has now become excess to the County's needs; and,
WHEREAS, the Director of Parks and Recreation has been requested by the Westside Housing Organization, a community development corporation, to consider the transfer of the park to the Land Clearance for Redevelopment Authority of Kansas City, Missouri, which, in turn, could pass-through the part to Westside for use as in-fill housing; and,
WHEREAS, article II, § 16.25 of the Jackson County Charter authorizes the Legislature to transfer county property to municipalities of the State of Missouri upon terms it deems advantageous to the County; and,
WHEREAS, the Land Clearance for Redevelopment Authority (LCRA) of Kansas City is a part of the municipal government of the City of Kansas City and is thus eligible to accept a conveyance of this park property pursuant to article II, § 16.25 of the Charter; and,
WHEREAS, this transaction is in the best interests of the health, welfare, and safety of the citizens of Jackson County; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute an appropriate conveyance instrument transferring the vest-pocket park located at 30th & Holly in Kansas City, Missouri, to the Land Clearance for Redevelopment Authority of Kansas City, MO, in a form substantially similar to that attached, to be approved by the County Counselor.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
