WHEREAS, Jim Rowland has provided exemplary leadership and dedicated service as the Executive Director of the Jackson County Sports Complex Authority since January 2006; and,
WHEREAS, prior to his tenure with the Authority, Jim served the City of Kansas City with distinction as the 4th District Councilman for seven years, during which time he chaired the City’s Budget and Audit Committee, overseeing a $1.2 billion budget; and,
WHEREAS, Jim has been a trailblazer in environmental stewardship, earning numerous accolades for his initiatives, including the development of the City’s recycling plan, the green roof resolution, and the LEED silver building ordinance; and,
WHEREAS, Jim is a graduate of Rockhurst University and has demonstrated a lifelong commitment to the community through his service on various boards and as a volunteer competitive baseball coach for 25 years; and,
WHEREAS, under Jim’s leadership, the Jackson County Sports Complex Authority has fulfilled its mission to plan, construct, operate, and maintain a premier sports stadium, field house, recreational facilities, playing fields, parking facilities, and suitable concessions within Jackson County, Missouri; and,
WHEREAS, Jim has successfully negotiated and fulfilled obligations under lease agreements with the Kansas City Royals Baseball Corporation and the Kansas City Chiefs Football Club, Inc., ensuring the continued prominence of the Harry S. Truman Sports Complex as a premier sports facility in the nation; and,
WHEREAS, Jim has overseen the maintenance and operation of the Sports Complex in a fiscally responsible manner, administered funds from various sources for the furtherance of the Authority’s statutory duties, and served as an agent to Jackson County, Missouri under the terms of the Agency Agreement; and,
WHEREAS, Jim has developed a land use plan for potential development of the Sports Complex and recommended appropriate long-term leasing arrangements, while working collaboratively with other political subdivisions, agencies, and commissions to promote all types of sports within Jackson County, Missouri; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri that the Legislature hereby extends its deepest appreciation and commendation to Jim Rowland for his outstanding leadership, dedication, and contributions to the Jackson County Sports Complex Authority and the broader community.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
