A RESOLUTION commending Ronald and Kella Wells of Independence, Missouri, for their quick action in pursuit of the carjacker in connection with the untimely death of Jake Robel.

Body
WHEREAS, on Wednesday, February 22, 2000, 6-year-old Jake Robel's life ended as a result of a car hijacking; and,
WHEREAS, witnessing part of this incident were Ronald and Kella Wells who were traveling south on M-291 in Independence at the time that the Blazer, stolen by the carjacker, sped past them after leaving Mr. Goodcents at Hidden Valley Road; and,
WHEREAS, Mr. and Mrs. Wells observed the victim, Jake Robel, being dragged by the Blazer and quickly called the police; and,
WHEREAS, Mr. and Mrs. Wells saw that the child was trapped in his seatbelt and chased the Blazer to the Noland Road exit off of I-70 and was able to assist others in preventing the carjacker from leaving a nearby busy intersection where he was eventually apprehended by the police; and,
WHEREAS, Mr. and Mrs. Wells deserve the highest of praise for their quick and unselfish action in attempting to rescue the victim, Jake Robel; therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature commends Ronald and Kella Wells for being concerned citizens and for their attempts to come to the aid of Jake Robel.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
