Body
WHEREAS, section 1030.1, Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source and requires notification of and approval by the Legislature on such sole source purchases exceeding $25,000.00; and,
 
WHEREAS, the Medical Examiner's Office is in need of additional autopsy cart tops and chassis to maximize the number of bodies which can be stored in the facility; and,
 
WHEREAS, Mopec of Oak Park, MI, is the sole source for the desired autopsy cart tops and chassis because the autopsy workstations were created with Mopec equipment and are not compatible with other manufacturers; and,
 
WHEREAS, the Medical Examiner's Office is in need of touch screen computers to view digital x-rays at the autopsy stations; and,
 
WHEREAS, Tek Panel of Sugar Grove, IL, is the sole source for the desired touch screen computers because they are water proof and have large, high definition screens, making the autopsy process more efficient; and,
 
WHEREAS, the Medical Examiner's Office is in need of a forensic drying cabinet to reduce the chance of cross-contamination and destruction of evidence; and,
 
WHEREAS, the Medical Examiner's Office solicited three quotations for a forensic evidence drying cabinet as follows:

WHEREAS, the Medical Examiner's Office requests approval of the purchase of a forensic evidence drying cabinet from Sirchie Finger Print Laboratories of Youngsville, NC, as the lowest and best quotation received; and,
 
WHEREAS, the U.S. Department of Justice's Paul Coverdell Forensic Science Improvement Grant Program has made available funds to be used to improve the quality and timeliness of forensic science and medical examiner services; and,
WHEREAS, the remainder of the grant funds shall be used for the funding of a forensic fellow and training and travel expenses, in an amount not to exceed $59,670.00, and for miscellaneous equipment as necessary, in an amount not to exceed $9,994.09; and,
 
WHEREAS, an appropriation is necessary in order to place the grant funds in the proper spending account; now therefore,
 
BE IT ORDAINED by the County Legislature of Jackson County, Missouri that the following appropriation from the fund balance of the 2009 Grant Fund be and hereby is made:

BE IT FURTHER ORDAINED that award be made as recommended by the Director of Finance and Purchasing, and that the Director be, and is hereby, authorized to execute for the County any documents necessary to the accomplishment of the award; and,
 
BE IT FURTHER ORDAINED that the Director of Finance and Purchasing is authorized to make all payments, including final payment on the contract thereby made.

Effective Date:  This ordinance shall be effective immediately upon its signature by the County Executive.
