Body
WHEREAS, the Jackson County Housing Resources Commission has a need to provide low-cost or no-cost legal services to Jackson County residents to assist in the prevention of homelessness due to evictions and foreclosures; and,
WHEREAS, Section 1030.1, Jackson County Code, 1984, eliminates the requirement for competitive bidding when items or services can be obtained from only one source and requires notification of and approval by the Legislature on such sole source purchases exceeding $25,000.00; and,
WHEREAS, Legal Aid of Western Missouri is a not-for-profit organization providing essential legal services to low income citizens, is uniquely qualified to provide low-cost or no-cost legal services, and has a proven track record in preventing homelessness due to evictions and foreclosures; and,
WHEREAS, the Director of Finance and Purchasing recommends a cooperative agreement with Legal Aid of Western Missouri of Kansas City, MO, to provide low-cost or no-cost legal services in furtherance of homelessness prevention due to evictions and foreclosures as recommended by the Jackson County Housing Resources Commission, in the amount of $100,000.00; and,
WHEREAS, the Director further recommends that he not take competitive bids with regard to said cooperative agreement for the reason that Legal Aid of Western Missouri of Kansas City, MO, is uniquely qualified as a sole source provider of the necessary services; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Finance and Purchasing and that the County Executive be and is hereby authorized to execute a cooperative agreement with Legal Aid of Western Missouri, in an amount not to exceed $100,000.00 and in a form to be approved by the County Counselor; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing is authorized to make all payments including final payment on the contract.
Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
