A RESOLUTION authorizing the Director of Finance and Purchasing to execute a renewal of the County's term and supply agreements with SBC/AT&T of Dallas, TX, to provide Plexar II and DS1 telephone services for use by the Public Works Department and Circuit Court, for an additional one-year term, as sole source purchases, in the estimated aggregate amount of $32,832.00.

Body
WHEREAS, Section 1030.1 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source and requires notification of and approval by the Legislature on such sole source purchases exceeding $25,000.00; and,
WHEREAS, SBC/AT&T has been providing Plexar II services to the Public Works Department's Vehicle Service Center for the past five years and DS1 lines for the Circuit Court for the last three years; and,
WHEREAS, the Finance and Purchasing Director now recommends that the County renew the agreements with SBC/AT&T to provide Plexar II and DS1 telephone services for an additional one-year term; and,
WHEREAS, during this year, the Finance and Purchasing Department will aggressively seek proposals from other vendors to provide these or similar services; and,
WHEREAS, the Renewal Agreement provides for costs estimated at $32,832.00 for these services as follows:

and,
WHEREAS, the Purchasing Director further recommends that it not take competitive bids with regard to said renewal contracts for the reason that SBC/AT&T of Kansas City, MO, is the only supplier of its proprietary Plexar II and DS1 services currently serving Jackson County and any change in these services would be impractical and not cost-effective for a one-year term; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Finance and Purchasing Director be, and hereby is, authorized to execute for the County a renewal contract with SBC/AT&T of Kansas City, MO, for the furnishing of Plexar II and DS1 services, for a period not to exceed one year, as a sole source purchase; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing is authorized to make all payments including final payment on the contract, to the extent that sufficient appropriations are contained in the then current Jackson County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
