Body

 WHEREAS, the American Rescue Plan Act (ARPA) of 2021, enacted by the U.S. Congress, provides for payments to local governments navigating the impact of COVID-19 outbreak from the Coronavirus State and Local Fiscal Recovery Funds; and,

 

WHEREAS, the American Resue Plan requires that these federal funds may be used only to cover expenses to respond to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19) or its negative impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality; to respond to workers performing essential work during the COVID-19 public health emergency providing premium pay to eligible workers of the State, territory, or Tribal/local government that are performing such essential work, or by providing grants to eligible employers that have eligible workers who perform essential work; for the provision of government services to the extent of the reduction in revenue of such State, territory, or Tribal/local government due to COVID-19 public health emergency relative to revenues collected in the most recent full fiscal year of the State, territory, or Tribal/local government prior to the emergency; and to make necessary investments in water, sewer, or broadband infrastructure; and incurred during the period from March 3, 2021 through December 31, 2026; and,

 

WHEREAS, Jackson County’s total allocation of American Resue Plan funds is $136,551,645.00 with approximately $69,000,000.00 remaining; and,

 

WHEREAS, ARPA funds must be obligated by December 31, 2024 and spent by December 31, 2026; and,

 

WHEREAS, it is the Legislature’s intent to collaborate with the County Executive to develop a plan by April 30, 2024 regarding the commitment of ARPA funds; and,

 

WHEREAS, the Legislature would like to commit ARPA funds to disadvantaged communities and underserved populations of Jackson County; and,

 

WHEREAS, the Legislature also expresses the intent to commit ARPA funds to address infrastructure needs within Jackson County; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature does hereby express its intent to work with the County Executive to devise a plan by April 30, 2024 to commit ARPA funds.

 

 

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
