RESOLUTION #14999, May 3, 2004

INTRODUCED BY Robert A. Stringfield, County Legislator

Body

WHEREAS, Section 1040.1 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,

WHEREAS, Section 1063.00 of the Code requires notification of and approval by the Legislature on such sole source purchases exceeding $5,000.00; and,

WHEREAS, the Purchasing Director recommends the award of a term and supply contract, for the furnishing of Teslin inserts for inmate ID wrist bands for use by the Department of Corrections to QueTel Corp. of Herndon, VA; and,

WHEREAS, the Purchasing Director further recommends that he not take competitive bids with regard to said contract for the reason that QueTel Corp. of Herndon, VA, is the only known supplier providing Teslin inserts for its proprietary inmate ID wrist bands; therefore,

BE IT FURTHER RESOLVED that award be made as recommended by the Purchasing Director, and that the Purchasing Director be, and is hereby, authorized to execute for the County a contract with QueTel Corp. of Herndon, VA, in the estimated amount of $10,000.00; and,

BE IT FURTHER RESOLVED that the Director of the Department of Finance is authorized to make all payments, including final payment on the contract, to the extent that sufficient appropriations to the using spending agency are contained in the current Jackson County budget.
