Body
WHEREAS, Jackson County has an urgent need to fill the positions of Human Resources Director, Finance Director, and Compensation Manager; and,
WHEREAS, due to the complex financial and human resources needs of the County, the typical means of recruiting a candidate with the necessary experience have been unsuccessful; and,
WHEREAS, the Jackson County Human Resources Department and Finance Department have various duties that require additional staff immediately; and,
WHEREAS, OMNI Recruiting will not receive any payment unless viable candidates are recruited and hired by Jackson County; and,
WHEREAS, pursuant to section 1030.1 of the Jackson County Code, 1984, the Interim Director of Finance and Purchasing and the County Executive recommend the award of a contract for professional services for use by Jackson County to OMNI Recruiting of Kansas City, MO, as a sole source purchase; and,
WHEREAS, a transfer of funds within the 2026 County General Fund is necessary to place such funds in the proper spending accounts; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the following transfer be and hereby is made:

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Jackson County Executive be and hereby is authorized to execute a Professional Services Agreement with OMIN Recruiting of Kansas City, MO, for legal recruitment at a cost to the County not to exceed $80,000.00; and,
BE IT FURTHER RESOLVED that the Interim Director of the Department of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the Agreement, to the extent that sufficient appropriations are contained in the then-current County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
