Body

WHEREAS, Dr. Sam P. Gulino began his career with Jackson County in June 1996, after completing his fellowship in forensic pathology with the Dade County (Florida) Medical Examiner's Department; and,

 

WHEREAS, Dr. Gulino has served as Clinical Assistant Professor of Pathology since 1997 and as Adjunct Clinical Assistant Professor of Basic Medical Sciences since 1999 at the University of Missouri-Kansas City School of Medicine, and has also served since 1998 as a consultant  for the Children's Mercy Hospital's Children at Risk Evaluation (CARE) Team, which evaluates cases of suspected child abuse victims; and,

 

WHEREAS, he has been a member of the Jackson County Child Fatality Task Force since 1996 and most recently served as co-chair of both the State Child Fatality Task Force and the State Child Fatality Review Panel; and,

 

WHEREAS, the State Child Fatality Task Force, which provides continuing monitoring of state child fatality data, has collected data since 1992 and has made specific administrative and legislative recommendations on ways to prevent child injury and deaths in Missouri, increased penalties for crimes against children, and new laws on child exploitation and pornography, to take into account computer and internet technology; and,

 

WHEREAS, many of the legislative recommendations of Dr. Gulino and the State Child Fatality Task Force were incorporated into Senate Bills 757 and 602, passed by the 90th General Assembly and signed by the late Governor Mel Carnahan in 2000; and,

 

WHEREAS, Dr. Gulino will be greatly missed as he leaves Jackson County for a new position in Florida; now therefore,

 

BE IT RESOLVED, by the County Legislature of Jackson County, Missouri, that the Legislature recognizes Dr. Sam P. Gulino for his four years of outstanding service to Jackson County and wishes him happiness and continued success in all future endeavors.

 

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
