AN ORDINANCE appropriating $35,000.00 from the undesignated fund balance of the 2013 General Fund for the purpose of funding a Legal Services Agreement with Colette Holt & Associates of Oakland, CA, for use by the Office of the County Counselor, for research and drafting of a proposed ordinance for minority and women-owned business enterprise participation in County contracts, at a cost to the County not to exceed $35,000.00.

Body
WHEREAS, it is desired to study the participation of minority and women-owned business enterprises in County contracts; and,
WHEREAS, a regional disparity study is planned through a partnership with other area governmental entities to assist in the development of an ordinance to better clarify MBE/WBE goals; and,
WHEREAS, Colette Holt & Associates of Oakland, CA, is a firm nationally recognized as experts in this area of law and is determined to be an appropriate legal advisor to the Office of the County Counselor for these services, at a cost to the County not to exceed $35,000.00; and,
WHEREAS, an appropriation is necessary in order to place the funds for this Agreement in the proper spending account; and,
WHEREAS, the County Executive recommends said appropriation; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the 2013 General Fund be and hereby is made:
