AN ORDINANCE repealing Schedule III  to Chapter 2, Jackson County Code, 1984, relating to the salary ranges of employees not under the Merit System and enacting, in lieu thereof, one new schedule relating to the same subject for the purpose of establishing the position of COMBAT Program Auditor/Evaluator.

Body
WHEREAS, pursuant to article II, § 16.15 of the Constitutional Home Rule Charter of  Jackson County, the Legislature is responsible for setting the compensation of county employees, not under the merit system; and,
 
WHEREAS, the Legislature has fulfilled this responsibility by enacting § 285. of the County Code, which establishes salary ranges for these employees, within which the appointing authorities of the employees have the discretion to fix specific salaries, subject to the availability of budgeted funds; and,
 
WHEREAS, the Legislature has concluded that there is a need for the position of  COMBAT Program Auditor/Evaluator; for evaluating COMBAT Treatment, Prevention, and DARE programs; and,
 
WHEREAS, the COMBAT Program Auditor/Evaluator will compare these programs with national and community standards, expected outcomes and will then implement a program evaluation model for COMBAT funded programs; and, 
WHEREAS, the recommended salary range of the position of COMBAT Program Auditor/Evaluator is from $59,280.00 to $97,800.00; and,
 
WHEREAS, the adoption of revised salary ranges within Schedule III to Chapter 2, , Jackson County Code, 1984, for the purpose of establishing the position of COMBAT Program Auditor/Evaluator is in the best interest of the health, welfare, and safety of the citizens of Jackson County; now therefore,
 
 BE IT ORDAINED by the County Legislature of Jackson County, Missouri, as follows:
 
Section A.                       Enacting Clause.  Schedule III  to Chapter 2, Jackson County Code, 1984, is hereby repealed and one new schedule enacted in lieu thereof, to be known as Schedule III, to read as follows:
